Archive image of the April 22, 2024 edition of “The Edgewood Voice”, an official homeowners association newsletter distributed within the Edgewood community in Citrus Heights, California. The document became a central point of controversy during later community disputes regarding HOA reserve funding disclosures and financial transparency.
The newsletter states that the association’s reserve fund had previously been funded at approximately 8.1% and claims that reserves had improved to approximately 55.5% after postponing major projects and increasing monthly HOA dues to $395 per month. The publication also references a recommendation from the association’s management company for a one-time $2,000 per unit assessment, which the board states it declined to impose.
During the 2024–2025 recall effort and subsequent forum discussions, residents and community advocates alleged that the reserve funding figures presented in this newsletter materially conflicted with reserve study calculations and other financial disclosures associated with the HOA. Critics argued that the published 55.5% reserve figure created the appearance of substantially healthier reserve funding than reserve-study-based projections allegedly reflected at the time.
Archived discussions elsewhere within the Edgewood archive reference statements allegedly made by board leadership acknowledging that previously published reserve percentages may have been inaccurate. Residents further argued that the newsletter became key documentary evidence in broader disputes involving reserve funding disclosures, special assessment projections, homeowner decision-making, and confidence in association governance.
In addition to reserve funding discussions, the newsletter contains routine HOA communications regarding meetings, landscaping schedules, pool operations, lighting rules, and community reminders, providing additional historical context regarding the association’s operations and public messaging during the period preceding the resident recall campaign.
